what if a return missionary break the law of chastity, but he was able to repent sincerely for he had done.. he is repentant for his sin.. are there possibility that he can marry in the temple?

Of course! He only needs to go through the steps of repentance and has to see his bishop, too. I thought President Kimball has written something about it in his well-known book, "Miracle of forgiveness".
