Of course, the "hell" referenced here is not Outer Darkness, but the spirit prison hell. All those who sin and do not repent of their sins will be cast into hell until they've "paid" for those sins. D&C 19 tells us that the way we pay for the sins is repentance, and that until we pay, we must suffer even as Jesus did in Gethsemane, sweating blood from every pore.

Alma's conversion can show us just how difficult the experience of spiritual hell is. He explained to his son, Helaman, that there was no pain as exquisite as what he experienced, until he was ready to fully and truly repent of his iniquities. Upon repenting, he was whisked away from torment, thrust OUT of hell, and into paradise (Alma 36).
