Once again, reading the reference in question might help you understand something. Elder Oaks quoted Elder Holland in this October's Conference. You can read the
entire talk. Ben's comments referred to the explanation for why Priesthood holders wear white shirts to officiate in the Sacrament. This was not done by way of commandment. It was done by was of
suggestion, and rationale for the suggestion was given. Again, perhaps you should try reading the source.
