Default T-Mobile HSPA+ getting 1900MHz

Not sure how many people here would know anything about it, but I figured I'd give it a shot.

I've looked through multiple news articles and it seems that it's going through as planned so far. Is there any reason to believe that it's not going to happen? I'm looking into getting an international Galaxy SII and want to make sure (as much as possible) that they're not going to change their mind so I can eventually use it at 4G speeds vs 2G.

This is very awesome. I want to use some phones that are sold through AT&T, like the Nokia Lumia 900.

Or just get an international version without the carrier branding - already unlocked by default.
