This is from the Enuma Elish, Babylonian Creation story. The version we have today is from ancient Nineveh, written in Akkadian. It dates to at least the time of Nebuchadnezzar, but possibly as early as the Sumerians.
Tiamat is the ocean and chaos. From chaos and the waters is born order. Also created is the council of gods/divines, who from the heavens forced order upon the earth by bringing forth land.
This relates very directly to Biblical creation accounts, which include that of Isaiah, who denotes Rahab the sea dragon being brought under control by God during the creation (Rahab also denotes chaos).
Here's a version of the Enuma Elish online. Not sure how accurate it may be, but looks okay in its translation:

If I am not mistaken (and I may be), the is Sumerian, as stated above. It comes from the Epic of Gilgamesh and The Ancient One is Noah.
Or it could be from Zecharia Sitchin who tried to explain human existence as resulting from visits from the Anunnaki, "which he states was a race of extra-terrestrials from a planet beyond Neptune called Nibiru. He believed this hypothetical planet of Nibiru to be in an elongated, elliptical orbit in the Earth's own Solar System, asserting that Sumerian mythology reflects this view." (See Wiki)
