I have a friend who needs to find out about a talk by one of the General Authorities in a recent conference regarding welfare in which he said something like, "We don't ask is the person worthy, we just ask, "Is there a Need?" --

So does anyone remember which General Authority and which conference?

Pale, I am not sure. I was told it was a Conference talk. I suppose there has been a lot said about the topic of Church welfare help in many talks. My friend is very anxious to pin it down.
