You need Adobe Acrobat [preferable use the professional version].

Depends on what changes and how it was made. Was the book literally scanned in as you said, and not using optical character recognition? If so, they are just images in the PDF document, you have no real hope of changing any of the text regardless of which program you use.

If it is just text (nothing else), you can generally copy and paste the text into a word document and modify it in there.

If it is text with more complicated formatting and tables etc you really need adobe acrobat professional, as already specified; you can modify more complicated formatting in that program. There are PDF to DOC converters around, but generally they are not very good and and produce little more than you would get if you copied and pasted the text manually.

What changes do you actually want to make?

The church also publishes annual conferences in Micrsoft Word format.

I don't believe he/she was interested in general conference talks. This person mentions game rules and teammates.
