If the site is fully backed up (if you have a decent sysadmin/webmaster, then it is), then theoretically the blog can be retreived. Whether it's worth delving into the backups for the sake of one blog is up to the admins. Usually site backups restore entire sections of the site, it may not be that easy just to restore the one.
