Well . . . yes and no. Lost Sheep's question assumes he will be "worthy to exercise [his] priesthood power". I always understood priesthood power as an all-or-nothing thing: if you're worthy to exercise it, you're worthy to officiate in every ordinance your office allows.

I've never heard of a bishop telling a priest, for example, "you're worthy to pass the sacrament, but you're not worthy to bless it yet."

That's true, JAG, but we only know part of the situation, a portion of which has been shared by only one side of it. Yes, as a worthy Aaronic Priesthood holder with the office of Priest he can pass and bless the sacrament, but his bishop, who is the president of the Priests Quorum has the final say in who will be allowed to do so in his ward on a given Sunday.

My Stake President in my ward in oklahoma encouraged the Elders and High Priests to take care of all of the sacrament duties sometimes. Because of that, every month or so a Sunday is set aside where they take care of it instead of the aaronic priesthood. Besides, I am sure that if you explain your position to your bishop he will be happy to oblige you.
