Baptism Question??

So I was wondering...
when you baptize someone, what is the policy about which priesthood you should hold, do you have to have a temple recommend, etc...

Anyone who holds the office of a Priest in the Aaronic Priesthood may perform a baptism so long as they are authorized to do so by the bishop of the ward where the baptism is being performed.

If the person performing the baptism is not a member of the ward where the baptism is being performed, he should present either a temple recommend to that bishop or a Recommend to Perform and Ordinance (which may be obtained from the member's bishop).

The only thing I would add is I once saw a bishop not accept a temple recommend from a gentlemen he did not know and required him to get a recommend to perform an ordinance from his own bishop. So, if you're wanting to perform a baptism where the bishop does not know you, it's best to get the recommend from your bishop. It could save some hassle and heart-ache.
