Find out what emergencies are common in your area, one of the best ways is to contact your area Red Cross, or any other emergency preparedness agency. You can see if there is a city plan of what to do in an emergency. The Church, in some areas, at least, has coordinated with the city that they are in, so that during an emergency everyone will be on the same page on what to do so that no one will be bumping into each other.
For example, if your in an area that is prone to tomatoes or hurricanes, then by all means, buy ALL the things that you need BEFORE the crisis, like plywood to board up windows, a pump to pump out a flooded house, food and water for at least 48 hours, and anything else you would need in a crisis.
