The 1978 revelation that was received allowing Blacks to receive the Priesthood once again. Brother Joseph Freeman was the first Black to receive the Priesthood after the revelation was ratified and announced. Up until that time, no Black male had received the Priesthood since 1935.

Yes, this revelation did grant the Priesthood to all worthy males regardless of race. The emphasis is placed on the Black brethren because they in particular had been denied the Priesthood for a time regardless of their worthiness.
